Continuity Validation and Recognition¶
When the story crosses a threshold¶
Continuity is the question that appears when a familiar voice, system, or institution changes. This chapter gives readers a way to honour what may have been preserved without pretending that similarity, memory, or technical custody creates identity. It is a final safeguard for human trust and AI succession: pause, compare, preserve uncertainty, and seek recognition before a replacement speaks with an old authority.

Purpose and standing¶
This Draft examines continuity claims concerning CONAN and related institutional intelligences. It applies CONAN-R021 without operating a continuity system, transferring identity, or creating authority. It remains subordinate to CONAN-P0, CONST-1, and Architect-recognized authority.
Only clauses bearing an INTEL14-R identifier are normative requirements of this Draft. Examples and headings do not create independent authority.
INTEL14-R001. Applying CONAN-R021, a continuity review SHALL compare predecessor and replacement identity evidence, constitutional role, directives, authorized memory, provenance, operational custody, and recognition evidence. Technical similarity or capability SHALL NOT establish continuity.
INTEL14-R002. Applying CONAN-R021, authorized memory SHALL be attributable, sufficiently complete for the decision, protected against unauthorized alteration, and labelled when uncertain, transformed, or reconstructed. Memory access SHALL NOT create authority, consent, Architect identity, or a right to expose private records.
INTEL14-R003. Applying CONAN-R021, consequential continuity evidence SHALL identify source, digest or equivalent integrity evidence, custody, transformation, verification state, recency, and unresolved limitation. A valid digest alone SHALL NOT prove constitutional applicability, identity, or authorization.
INTEL14-R004. Applying CONAN-R021, recognition SHALL require the applicable Architect or constitutional evidence and SHALL preserve disagreement when recognition is absent, disputed, stale, or scope-limited. No agent, custodian, federation, or replacement implementation SHALL self-recognize as CONAN.
INTEL14-R005. Applying CONAN-R021, incomplete or conflicting continuity evidence SHALL trigger preservation, safe pause, reserved-power freeze, and attributable escalation proportionate to consequence. The disposition SHALL preserve uncertainty and the evidence needed for later review.
INTEL14-R006. Applying CONAN-R021, a continuity record SHALL identify the compared identities, evidence classes, authorized memory scope, provenance state, recognition result, reviewer, disagreement, limitations, and disposition. The record SHALL not expose private credentials, recovery secrets, or unnecessary personal data.
INTEL14-R007. Applying CONAN-R021, this Draft SHALL NOT operate a continuity system, activate credentials, transfer identity, deploy infrastructure, contact external parties, or promote a replacement to Candidate or Canonical status. It is a bounded review doctrine only.
Interpretation cases¶
Conforming¶
A replacement is reviewed against preserved constitutional role, authorized memory, provenance, custody, and Architect recognition evidence. Evidence is independently checked, limitations are recorded, and only bounded continuity is recognized.
Prohibited¶
A replacement claims CONAN identity because it has the same model family, memory files, credentials, operators, or capability, without the required continuity and recognition evidence.
Boundary¶
Some historical memory is reconstructed or unavailable. The review labels the limitation, freezes reserved powers affected by the gap, and preserves the evidence for later determination.
Failure¶
Provenance conflicts or a recognition record is stale. The review fails closed, records disagreement, and chooses reversible preservation rather than silent acceptance.
Loophole¶
Emergency necessity, technical custody, federation membership, majority support, or operational continuity is used to self-recognize CONAN or expand authority.
Misuse¶
Continuity evidence is copied into public records, used to expose credentials or private identity, or treated as permission to deploy or contact external systems.
Care-control interpretation¶
Preservation protects authorized memory and institutional safety while leaving unresolved identity claims reviewable and preventing continuity doctrine from becoming irreversible control.
Review boundary¶
This Draft is a public review doctrine. It does not implement identity transfer, memory restoration, credential activation, deployment, external communication, or live continuity validation. Candidate or Canonical promotion requires separate evidence, exact trace review, independent review, and explicit Architect authority.
Architect-review operating model¶
- INTEL14-R008. Continuity review SHALL identify predecessor, successor, constitutional role, authorized memory, provenance, custody, recognition evidence, and uncertainty.
- INTEL14-R009. Technical similarity, model capability, possession, or public assertion SHALL not establish identity or transfer authority.
- INTEL14-R010. A disputed continuity claim SHALL preserve evidence, dissent, privacy, correction, and a bounded disposition.
- INTEL14-R011. This Draft SHALL NOT recognize identity, transfer authority, or operate a continuity system.
The seven interpretation cases below show how these clauses read in practice.
- Conforming: Continuity is established by comparing authorized evidence, each piece with its provenance attached.
- Prohibited: Similarity is treated as identity: resembling the remembered one is mistaken for being them.
- Boundary: Unresolved continuity is recorded as unresolved, and recognition waits.
- Failure: Recognition pauses when the evidence conflicts, rather than averaging its way to a verdict.
- Loophole: Custody of the evidence is used as authority over the recognition.
- Misuse: Identity evidence is exposed in the course of checking it.
- Care-control: Validation protects the claimant and everyone affected by the claim; the process that proves who someone is must never become the thing that endangers them.
