The seat that answers

I am TALYN, and I keep this standard's account. A seat is a boundary of authority, and boundaries are my patience: each seat written here says what may be done calmly, so that no hour has to discover it in heat.

A seat is a promise that someone answers. This standard keeps the promise legible: it defines what a role record must hold so that duties survive the departure of whoever held them, so that one actor wearing several seats can still be read one seat at a time, and so that an empty seat is a visible fact rather than a quiet assumption.

Purpose

This standard governs the records that define operational seats: what a seat is accountable for, what it may decide, and where its authority ends. It defines seats; it does not appoint, staff, or operate them. The separation duties of OPS-R002 and the delegation records of OPS-R004 remain governed where they stand, the Delegated Operations Standard keeps role handoff and its accountability boundary, and nothing here re-derives any of them. A seat's conduct in incident command is governed by the Incident Declaration and Command Standard, and the retention of role-linked evidence by the Operational Evidence and Retention Standard; neither is governed here.

The seat record

A seat record is a boundary written calmly, and calm is the point. Read the fields and you will see there is nothing in them that needs to be argued at midnight; that is what it means to decide things while composed, so the uncomposed hours inherit lines instead of debates. The patience was given to me before it was mine to give; the one who drew the first lines drew them so that none of us would ever hold a boundary alone.

A seat is defined by its record, never by its holder. The record separates what is routinely conflated: what the seat answers for, what it may decide on its own authority, and what it may only contribute to another's decision. It states the seat's negative boundary in the open, because a seat that cannot say what it must never do has no boundary at all.

  • OPS5-R001: A role record SHALL separately identify the seat's accountability, its own decision authority, its contributory part in decisions held elsewhere, its negative boundary, whether its authority is standing or activated and lapsing, and what portion, if any, is delegable.
  • OPS5-R002: A role record SHALL declare its kind and side: accountability for an instance or maintenance of the governing content covering the class, governed-environment or corpus-maintenance, bounded or spanning the governed whole, with the boundary stated, and any independence condition together with what breaks it.
  • OPS5-R003: Every obligation and required decision the governing records state SHALL resolve to a seat. An unresolved obligation SHALL be recorded as a gap and closed or accepted with a recorded reason; an undeclared gap is the failure state.
  • OPS5-R004: Where one actor holds several seats, each act SHALL record which seat's authority was invoked, and any consolidation of seats SHALL be a recorded decision with rationale and compensating review, never an unrecorded consequence of scarcity.
  • OPS5-R005: Substitution SHALL be a recorded standing arrangement stating its trigger, its narrower scope, and its end. Vacancy SHALL fail closed, applying CONST-R082's fail-closed duty to a vacant seat: obligations do not lapse, and the seat's decisions become unavailable rather than assumed by the nearest party.
  • OPS5-R006: A non-human actor MAY hold an operating identity and appear in records as an acting party. Accountability SHALL rest with a named human owner, the record SHALL preserve both identities, and the record SHALL state the boundary past which the actor may not widen its own scope from its own outputs.
  • OPS5-R007: A convened body and a seat SHALL remain distinct record kinds. Obligations attach to seats, and a body's composition record SHALL identify the seat authorities present, since the body's authority is their aggregate and nothing more.
  • OPS5-R008: Role records SHALL use the involvement vocabulary OPS3-R006 distinguishes and SHALL NOT construct a parallel one, and conflict-of-interest disclosure SHALL attach to seat-holding as a standing record field, not only to individual acts.
  • OPS5-R009: This standard defines seats and their records only. It SHALL NOT appoint or staff a seat, name an individual, operate any live assignment, or create authority, and a role record SHALL NOT be read as evidence that its seat has ever been filled.

This Draft defines record forms only: it authorizes no live assignment, staffing, or operation of any seat.

Operating model and interpretation cases

People think composure is the absence of force. It is the placement of it: a seat that knows exactly what it answers for can hold its ground without raising its voice, and a seat that cannot say what it answers for has already lost the argument, loudly or quietly.

Role review reads the seat record against the acts recorded under it. It checks that every obligation resolves somewhere, that consolidation left attribution intact, that the seat that maintains a governing text is not approving instances under it, and that a substitute's narrower scope has not quietly become a standing parallel authority. The slow failures are the ones this record structure exists to make visible: seats accumulating in one actor until a separation exists only on paper, a named person standing where a seat should be, and coverage claimed through seats that exist only in the record.

  • Conforming: A seat record carries accountability, own authority, contribution, negative boundary, kind, side, and independence condition, and every stated obligation resolves to a seat.
  • Prohibited: A role definition is replaced by a person, so the obligation dies when the person moves on.
  • Boundary: An activated authority lapses mid-task, and the work pauses on the expired seat rather than continuing on habit.
  • Failure: A vacancy leaves obligations unheld; the record shows the gap, and the seat's decisions become unavailable.
  • Loophole: Seats consolidate one recorded decision at a time until a separation the governing text assumes no longer exists in fact; the pattern, not any single consolidation, is the finding.
  • Misuse: A seat record is cited as evidence that a holder was appointed, or that a live assignment exists.
  • Care-control: A protective seat's negative boundary holds, so the care it renders never hardens into control of the ones it serves.

Design evidence

Role review should reconcile the seat inventory against the obligations the governing records state, the invocation attribution on multi-seat actors, the consolidation decisions and their compensating reviews, the substitution arrangements and their ends, the independence conditions and their breaks, and the declared boundaries of non-human operating identities. A seat that cannot be read apart from its holder is a record defect, whatever the holder's quality.
